RADM Mark Montgomery (Ret.)

Former Executive Director, U.S. Cyberspace Solarium Commission

Mark Montgomery formerly served as the Executive Director of the Cyberspace Solarium Commission. Before this position, he served as Policy Director for the Senate Armed Services Committee under the leadership of Senator John S. McCain. In this position he coordinated policy efforts on national defense strategy, capabilities and requirements, defense policy and cyber issues. Mark served for 32 years in the U.S. Navy as a nuclear trained surface warfare officer, retiring as a Rear Admiral in 2017. His flag officer assignments included Director of Operations (J3) at U. S. Pacific Command; Commander of Carrier Strike Group 5 embarked on the USS George Washington stationed in Japan; and Deputy Director, Plans, Policy and Strategy (J5), at U. S. European Command. He was selected as a White House Fellow and assigned to the National Security Council, serving as Director for Transnational Threats from 1998-2000. Mark graduated from the University of Pennsylvania with bachelor’s and master’s degrees in history. He subsequently earned a master’s degree in history from Oxford University, and completed the U.S. Navy’s nuclear power training program.

The Hon. Susan Gordon

Partner, Gordon Ventures / Former PDDNI, ODNI

The Honorable Susan M. Gordon is former Principal Deputy Director of National Intelligence (PDDNI). Prior to ODNI, Gordon served in multiple leadership roles in the IC including as Deputy Director of the National Geospatial-Intelligence Agency (NGA) and 27 years at the Central Intelligence Agency (CIA), where she held senior executive positions in four of the Agency’s directorates. In 1998, she designed and drove the formation of In-Q-Tel, a private, non-profit company created to deliver innovative technology solutions for the agency and the IC.

Glenn Gerstell

Former General Counsel, National Security Agency

Glenn S. Gerstell, a Senior Adviser at the Center for Strategic & International Studies, served as the General Counsel of the NSA and Central Security Service from 2015 to 2020. Prior to this, Mr. Gerstell practiced law for almost 40 years at Milbank, LLP, focusing on the global telecommunications industry and serving as the managing partner of four offices. He has written and spoken widely about the intersections of technology, national security, and privacy. He served on the President’s National Infrastructure Advisory Council, which reports to the President and the Secretary of Homeland Security on security threats to the nation’s infrastructure, as well as on the District of Columbia Homeland Security Commission.

John Carlin

Cipher Brief Expert, Partner at Paul, Weiss, Rifkind, Wharton & Garrison LLP

Former Cipher Brief Expert John P. Carlin currently serves as the U.S. Acting Deputy Attorney General. He formerly chaired Morrison & Foerster’s Global Risk and Crisis Management practice, advising industry-leading organizations in sensitive cyber and other national security matters, white collar investigations, and government enforcement actions. He is author of Dawn of the Code War: America’s Battle Against Russia, China and the Rising Global Cyber Threat.

Mr. Carlin previously served as Assistant Attorney General for National Security, overseeing nearly 400 employees responsible for protecting the nation against terrorism, espionage, and cyber and other national security threats. During his tenure, the National Security Division (NSD): investigated the attack on Sony Entertainment’s computer systems; secured the first federal jury conviction on charges brought under the Economic Espionage Act of 1996; and led DOJ’s participation on the Committee on Foreign

Brad Medairy

Executive Vice President, Booz Allen Hamilton

Brad Medairy is a technology executive who leads Booz Allen’s National Cyber account. In this role, he focuses on the cyber missions of national-level clients including the intelligence community, U.S. Cyber Command, Federal Bureau of Investigation (FBI), the Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA), and the Department of Defense (DoD). Brad is responsible for addressing some of the nation’s top cybersecurity challenges including protecting critical infrastructure, securing the supply chain, protecting emerging platforms (5G, medical devices, and weapons and space systems), and defending the extended federal enterprise against cyber attacks.

Brad is passionate about advancing the nation’s capabilities in cyberspace by integrating emerging technologies with intelligence tradecraft to deliver next-generation, full-spectrum cyber solutions. He leads a multidisciplinary team of cyber operators, artificial intelligence and machine learning engineers, software developers, and cloud engineers to develop and deliver these solutions across the federal and commercial markets.
Brad was named a 2021 Federal 100 Award Winner, Top 50 Cyber Leader for 2021, 2020 Cyber Executive of the Year by the Northern Virginia Technology Council, and a Finalist for WashingtonExec’s 2020 Cybersecurity Industry Executive of the Year.
In his community, Brad is a high school Science Olympiad coach focused on increasing youth interest in STEM, and a coach for elementary and middle school youth soccer and basketball programs. In addition, he serves as an advisory board member for the University of Maryland, Baltimore County, and the George Mason University Volgenau School of Engineering.
Brad earned a B.S. from the University of Maryland, Baltimore County, and an M.S. from Johns Hopkins University.

Frank Cilluffo

Director of McCrary Institute for Cyber & Critical Infrastructure Security, Auburn University

Frank J. Cilluffo serves as Director of Auburn University’s McCrary Institute for Cyber & Critical Infrastructure Security. He has decades of national and homeland security experience derived from working inside and outside government including serving as a Special Assistant for Homeland Security to President Bush in the White House, immediately following the 9/11 attacks on the US. He recently served as a commissioner on the Cyberspace Solarium Commission and chaired a handful of committees for the Homeland Security Advisory Council on economic security, cybersecurity and counterterrorism. He has testified before Congress dozens of times and has published extensively in major media.

Lt. Gen. Michael Groen (US Marine Corps, Ret.)

Former Director, Joint Artificial Intelligence Center

Lieutenant General Michael Groen (US Marine Corps, Ret.) served over 36 years in the U.S. military, culminating his career as the senior executive for AI in the Department. Groen also served in the National Security Agency overseeing Computer Network Operations, and as the Director of Joint Staff Intelligence, working closely with the Chairman and Senior Leaders across the Department. He is an experienced Marine commander and multi-tour combat veteran. Groen earned Masters Degrees in Electrical Engineering and Applied Physics from the Naval Postgraduate School

Chip Usher

Senior Director for Intelligence, Special Competitiveness Studies Project

William “Chip” Usher is the Senior Director for Intelligence at the Special Competitiveness Studies Project. Prior to SCSP, Chip served 32 years in the Central Intelligence Agency where he held a variety of executive positions. Chip is a former member of the Senior Intelligence Service and has expertise on East Asia, the Near East, and Eurasia. He is passionate about enhancing the US Intelligence Community’s ability to deliver timely, relevant intelligence insights to US decisionmakers. Prior to joining the federal government, Chip ran an import-export company based in Nagoya, Japan. He holds a BA in Political Science from Duke University and a MS in National Security Studies from the National War College.

Eric Goldstein

Executive Assistant Director for Cybersecurity, CISA

Eric Goldstein serves as the Executive Assistant Director for Cybersecurity for the Cybersecurity and Infrastructure Security Agency (CISA) as of February 19, 2021. In this role, Goldstein leads CISA’s mission to protect and strengthen federal civilian agencies and the nation’s critical infrastructure against cyber threats.

Previously, Goldstein was the Head of Cybersecurity Policy, Strategy, and Regulation at Goldman Sachs, where he led a global team to improve and mature the firm’s cybersecurity risk management program. He served at CISA’s precursor agency, the National Protection and Programs Directorate, from 2013 to 2017 in various roles including Policy Advisor for Federal Network Resilience, Branch Chief for Cybersecurity Partnerships and Engagement, Senior Advisor to the Assistant Secretary for Cybersecurity, and Senior Counselor to the Under Secretary.

At other points in his career, Goldstein practiced cybersecurity law at an international law firm, led cybersecurity research and analysis projects at a federally-funded research and development center, and served as a Fellow in Advanced Cyber Studies at the Center for Strategic and International Studies, among other roles.

He is a graduate of the University of Illinois at Urbana-Champaign, the Georgetown University School of Public Policy, and Georgetown University Law Center.

Kelly Bissell

CVP, Microsoft

Kelly Bissell joined Microsoft as CVP in 2022.

Prior to this, Bissell led Accenture’s Global Security business and oversaw security services including strategic consulting, cyber defense, digital identity, response and remediation services, and managed security services. With more than 25 years of security industry experience, Bissell specializes in breach incident response, identity management, privacy and data protection, secure software development, and cyber risk management. His role at Accenture spanned strategic consulting, proactive risk management and digital identity to cyber defense, response and remediation services, and managed security services—across all industries.

Cynthia Kaiser

Deputy Assistant Director, FBI Cyber Division

Cynthia Kaiser is a Deputy Assistant Director with FBI Cyber Division, where she
oversees national-level cyber policy, analysis of cyber threats, and
partner engagement.

Cynthia has covered cyber, technology, and counterintelligence issues for
over 17 years for the FBI, served as a PDB Briefer in two presidential
administrations, and has led FBI cyber threat analysis and served as an
FBI election lead since 2017. In this role, she has reshaped FBI information
sharing and collaboration with the private sector and federal, state, and
local government officials to be robust, proactive, and aimed at imposing
risks and consequences on malicious cyber actors.

Cynthia holds a Master’s degree in security policy focused on science and
technology and an Executive Master’s degree in leadership.

Teresa Shea

Fmr. Director Signals Intelligence, NSA / President, Oplnet

Teresa Shea is former Vice President of Cyber Offense and Defense Experts (CODEX) for Raytheon Intelligence and Space (RIS). Shea previously worked at In-Q-Tel as Executive Vice President of Technology and director of Cyber-Reboot. Shea spent thirty-two years at the National Security Agency (NSA) holding key leadership assignments including serving as Director of Signals Intelligence. Shea is a former Board Member at Recorded Future and former Board advisor to the Virginia Tech Hume Center. She currently serves on the Georgia Institute of Technology Board of Advisors.
